Dear ATAF Members,
The African Tax Administration Forum (ATAF), in collaboration with the Rwanda Revenue Authority (RRA) and the Organisation for Economic Cooperation and Development (OECD), will be hosting technical event on “Audit Techniques of Multinational Enterprises” in Kigali, Rwanda from 12 to 16 March 2012.
The objective of this course is to provide attendees with an overview of the tools currently used by Multinational Enterprises (MNEs) to reduce their global tax burden. The course looks at the principles underlining the planning techniques used to reduce that global tax burden. It will also provide an overview of the basic rules and principles of international tax law and how they may be applied for international tax planning purposes. A draft outline of the programme is attached with this invitation.
1. Target audience: Participants should ideally be officials from Tax Administrations responsible for, or engaged in, the audit of multinational enterprises.
2. Language: The course will be conducted in English with interpretation provided in French.
3. Number of participants: This course is expected to be attended by a maximum of 50 participants from ATAF member countries. Administrations are thus requested to limit their participation to a maximum of 2 officials per administration. Selection will be made on a first-come-first-served basis.
4. Costs: While ATAF and the RRA will be responsible for the provision of the venue and logistical arrangements of the event, participants will be required to cover their own costs for flights, accommodation and per diem.
5. Form of participation: The course will be conducted through case studies, and will include discussions of the most significant legal and practical issues to be considered, the basic rules and principles of international tax law and its significance for MNEs, the tax principles underlying the operations of an MNE, tax avoidance and anti-avoidance strategies, the role of tax treaties, and an introduction to transfer pricing and thin capitalisation issues.
6. Country Experience: As part of the process of learning from each other, participants should come prepared to make short presentations on relevant cases and strategic or administrative issues experienced in their respective revenue administrations.
7. Event venue: The course will be held in Kigali, Rwanda. Further details on the conference venue, hotel and airport shuttle will be communicated shortly in a separate Logistics Note.
8. Visa Applications: The ATAF Secretariat will issue visa letters for your visa applications. Where you are unable to process the visa application in time, we will request assistance for special entry into the country for the attendance of the workshop. Details will be updated in the logistics note to be sent shortly.
9. The attached Registration Forms in English or French must be completed by all nominees for the attendance of the course and returned by no later than 17 February 2012.
